His pathing is from the spawn point across the dock, to the base of the stairs below the port authority, back along the front dock edge to the other side, back past the Port Authority to inside Mermaid's Lure, back to the far side of the dock, then down to the base of the stairs below Port Authority. Note: his placeholder is Den Magason who follows the same pathing and resting point.
